The article reflects on Croatia's EU Council Presidency in the first half of 2020. The programme for Croatia's Presidency had four pillars: a Europe that is developing, a Europe that connects, a Europe that protects and an influential Europe. The article focuses on the various challenges faced by the Croatian Presidency during its six-month term. The period of Croatia's Presidency will forever be remembered as the time when the COVID-19 pandemic began. Other demanding issues also had to be dealt with: the UK leaving the EU; the challenges of European (non-)solidarity; the continuation of the enlargement process, with the green light being given to Northern Macedonia and Albania; the migrant crisis at the border of Turkey and Greece; the preparations for the EU's 2021–7 budget; and the COVID-19 recovery plan.

The focus of this article is an analysis of possibilities of effectuating language regimes in the EU with a review of the implementation of multilingual policy through the language regime Pure full multilingualism. EU institutions call for that regime in a whole variety of documents but in practice they tend to implement other regimes (Monolingualism, Reduced multilingualism, Asymmetric systems, Controlled multilingualism and Full multilingualism with management correctives) justifying that on the grounds of applying the principles of practicality and efficiency. Though, Pure full multilingualism seems to be the best solution because of a variety of its advantages. By carrying out this regime, a full development of linguistic diversity in the European society would be allowed and, also, freedom of mobility and migrations within Europe would be encouraged. Its impact on the promotion of multilingual economy and economic positioning of EU on global economy scene would be consequential. No less important would be that its impact on providing all the citizens with complete access to EU legislation, procedures and information in their own language. ; Ovaj članak usmjeren je na analizu mogućnosti ostvarivanja jezičnih režima u EU, s osvrtom na provedbu višejezične politike kroz jezični režim Pure full multilingualism. Institucije EU-a pozivaju se na ovaj režim u brojnim dokumentima, ali u praksi se često provode drugi režimi (Monolingualism, Reduced multilingualism, Asymmetric systems, Controlled multilingualism and Full multilingualism with management correctives) opravdavajući to primjenom načela praktičnosti i učinkovitost . Čini se da je režim Pure full multilingualism najbolje rješenje zbog niza različitih prednosti koje nudi. Provodeći ovaj režim u europskom društvu biti će moguće puno razvijanje jezične raznolikosti, a isto tako poticati će se sloboda kretanja i migracija u Europi. Posljedica će biti utjecaj režima u promociji višejezičnog gospodarstva i bolje gospodarsko pozicioniranje EU na globalnoj ekonomskoj razini. Ne manje važan njegov utjecaj bio bi pružanje svim građanima potpun pristup zakonodavstvu EU, putem postupaka i informacija na vlastitom jeziku.

The paper focuses on the analysis of the problem of defining the crime of aggression in the international law and international relations, focusing primarily on the historical development of the term from its initial directed efforts, all the way to its modern outcomes. Observing in a historical manner, the establishment of the definition of the crime of aggression, as well as its aligning under criminal offenses has encountered several obstacles which resulted in a continuous delay of clear defining what exactly would the crime of aggression encompass. In order to fully understand the matter, the importance of several international documents is undeniable, especially the Charter of the United Nations as well as the Rome Statute of the International Criminal Court.

The aim of this paper is to analyse the independence, neutrality and impartiality of the EU humanitarian assistance and to which extent is influenced by the EU's political, economic and military goals. The paper focuses on the legislative framework and the interactions between the main actors of EU humanitarian aid and external action, questioning the politicization of EU humanitarian aid. The paper provides a detailed analysis of the structure and organization of the Directorate General for European Civil Protection and Humanitarian Aid Operations and its relations to the Member States, different EU bodies and humanitarian partners, primarily NGOs and UN bodies. The last part of the paper addresses the Comprehensive Approach and how it affects humanitarian aid.

This paper is giving an overview of the work of the Truth and Reconciliation Commission of South Africa through a thesis of congruence between its protocols and elements of theatrical performance. After an introductory survey of the historical context of apartheid, it offers an analysis of TRC's work through two roles it had – the role of a legal instrument, and the one of a tool for facing the past and producing the national historical narrative. This paper analyses the relation between theatrical and performative characteristics, and concepts of transitional and restorative justice; the influence of elements of performance is also studied in TRC's effect on creating national narratives, which are used to legitimate new legal and political order. ; Rad analizira djelovanje Komisije za istinu i pomirenje Južnoafričke Republike kroz tezu o kongruenciji između njenih protokola i elemenata kazališne predstave. Nakon uvodnog istraživanja povijesnog konteksta apartheida, rad nudi detaljnu analizu rada Komisije za istinu i pomirenje kroz ostvarivanje njezine dvije uloge – uloge pravnog instrumenta i uloge esencijalnog instrumenta za suočavanje s prošlošću te stvaranje nacionalne povijesne pripovijesti. Rad analizira odnos kazališnih i performativnih karakteristika i koncepata tranzicijske i restorativne pravde; utjecaj elemenata performansi proučava se i u učinku Komisije za istinu i pomirenje a na stvaranje nacionalnih narativa, koji se koriste za legitimiranje novog pravnog i političkog poretka.

The article examines the evolution of the European Union (EU) development
policy, from the United Nations Millennium development goals (MDGs) and,
first-ever, global attempt to end poverty, to the present day. It first gives
an overview of the literature, noting it is heavily focused on the
solidarity-instrumentalism dichotomy, then follows with analysis on how have
major global crises, notably, climate crisis, Covid-19 pandemic, and Ukraine
crisis, affected and shaped the EU development policy and its evolution.
Based on that analysis and the literature, the article summarizes several
categories of the factors that have influenced the EU development policy and
concludes that the research must go beyond the solidarity-instrumentalism
dichotomy and develop more encompassing research tools, to be able to grasp
increasing complexities of the development policymaking in the contemporary
world. A more appropriate analytical frame should focus on the dual role of
the EU development policy, which serves as a bridge between foreign and
domestic EU policy, and on its integration with other policies, especially
climate, health, and peace.
